What is La Flex?
The Local Authority Flexible Eligibility (LA Flex) scheme extends the ECO scheme eligibility, allowing more individuals to access available funding. Councils can broaden eligibility based on specific criteria, including homeowners and private renters, though social housing tenants are excluded.

Eligible measures for installation, subject to a Retrofit survey and other terms, include:
- First-time central heating (FTCH) for homes without a heating system
- Insulation (Loft/Cavity Wall/External Wall/Internal Wall)
- Non-condensing boiler replacement
These measures often come at no cost and offer benefits such as reducing CO2 emissions, lowering energy bills, resolving issues like mould, humidity, and draughts, and increasing property value.
